Singapore, 25 September 2025 – The latest research by Asia Carbon Institute (ACI) explored the critical intersection of data governance and the energy transition, including its implications for carbon markets.

In the article, the author, Dr. Kaho Yu, Chief Research Officer, ACI, emphasises that data governance has become a pivotal factor in shaping the geopolitics of the energy transition, influencing regional cooperation, energy security, and climate leadership. The study provides a comparative analysis of the European Union (EU) and the Association of Southeast Asian Nations (ASEAN), highlighting their contrasting approaches to energy data governance and the resulting geopolitical dynamics.

The EU adopts a centralised model, supported by strong institutional capacity, policy coherence, interdependence among member states, and sustained political commitment. These conditions enable robust governance of energy data across regional power grids, critical raw material supply chains, and carbon markets—strengthening the EU’s energy resilience and reinforcing its role in global climate standard-setting.

In contrast, ASEAN pursues a decentralised and informal approach, which, despite progress in regional energy initiatives, creates both opportunities and challenges for deeper data integration. This divergence raises important questions about how governance structures shape regional energy cooperation and influence global energy politics.
