ACI Launches Public Consultation on DMRV Manual and DMRV Platform (ICE Box) Provider Manual

Singapore, 14 January 2026 — Asia Carbon Institute (ACI) has launched a public consultation on the Digital Monitoring, Reporting, and Verification (DMRV) Policy and Procedure Manual and DMRV Platform (ICE Box) Provider Manual. The release of both documents marks a major step forward in digitalisation to enhance transparency, reliability, and scalability in carbon credit certification under the ACI Program.

The DMRV Manual sets out the policy and procedural framework for integrating advanced digital technologies, such as Internet of Things (IoT) devices, remote measurement systems, and secure data management platforms, into carbon credit certification. By enabling real-time, efficient, and auditable data flows from project operations to carbon credit issuance, these technologies help ensure that carbon credits remain credible and traceable. The Manual draws on insights and lessons from ACI’s one-year DMRV Pilot Programme, as well as extensive stakeholder input, providing a robust and practical foundation for digital monitoring, reporting, and verification.

Alongside the DMRV Manual, ACI has also published the ICE Box Provider Manual for consultation. This document outlines qualification criteria, technical specifications, and governance requirements for becoming an approved ICE Box Provider under the ACI Program. These providers will deliver secure, scalable, and interoperable infrastructure to support data collection, processing, and transmission for DMRV-enabled GHG mitigation projects.

The DMRV Manual and ICE Box Provider Manual are available for download here. The consultation period runs from 14 January to 30 April 2026, with a stakeholder webinar scheduled for 27 February 2026.
